Adding patch-cmdline to tools so it can be used on host PC

In the rb532 target there is a command patch-cmdline which looks for a tag in a kernel and adds puts the supplied command line into the kernel. This is then picked up by a kernel patch (which will be architecture specific) to replace the compiled in command line.
Currently this can only be run on the target machine, but when preparing kernels for the rb112 it would be sensible to run this utility on the host PC before the kernel is copied across to the target.
