luci-app-openvpn doesn't work in Chaos Calmer 15.05-rc1 (x86)

Description

I have installed luci-app-openvpn and I get this error when I try to access the "Services --> OpenVPN" menu:

/usr/lib/lua/luci/dispatcher.lua:433: Failed to execute cbi dispatcher target for entry '/admin/services/openvpn'.
The called action terminated with an exception:
/usr/lib/lua/luci/cbi.lua:311: Unable to read UCI data: openvpn
stack traceback:
	[C]: in function 'assert'
	/usr/lib/lua/luci/dispatcher.lua:433: in function 'dispatch'
	/usr/lib/lua/luci/dispatcher.lua:168: in function </usr/lib/lua/luci/dispatcher.lua:167>

The platform is x86 and I use http://downloads.openwrt.org/chaos_calmer/15.05-rc1/x86/generic/openwrt-15.05-rc1-x86-generic-combined-ext4.img.gz

You can fix it with touch /etc/config/openvpn (or by installing an openvpn package)

when i try to start session:
Sat Aug 6 16:02:48 2016 daemon.err uhttpd[944]: /bin/sh: /etc/init.d/openvpn: not found
