[pach] add mac filtering support on broadcom (kamikaze)

Description

Hallo,

I had a look at mac address filtering on broadcom (on 7.09, WRT54GL)

it looks like mac filtering still works if using wl or wlc to set it, but I noticed it is applied at the physical interface level, not at the wireless network level, thus it is possible to set only one filtering policy, which applies to al SSIDs defined.

the attached patch for adds support for configuring mac filtering with uci.
to remark that macfilter configuration apply to all defined SSIDs, macfiltering options belong to the wifi-device section:

config wifi-device wl0
        option type broadcom
        option channel 6
        option macfilter 2 # 0=disable (default), 1=deny, 2=permit
        option maclist '00:03:2A:01:83:65 00:13:E8:BA:91:F3'
