Please add an option in /etc/config/dhcp & /etc/init.d/dnsmasq to disable dynamic dhcp

Description

The dnsmasq man page states that if dynamic dhcp is not wanted, one should pass the --dhcp-range option with "static" as the end-range parameter e..g.:

--dhcp-range=lan,192.168.1.15,static,2555.255.255.0,12h

I don't find this possibility in /etc/config/dhcp & /etc/init.d/dnsmasq. maybe a configuration variable could be defined in /etc/config/dhcp and used in /etc/init.d/dnsmasq to replace $END after ipcalc.sh when only static dhcp is wanted.

I just uploaded a patch (in two parts) that does the thing. I set the new variable to "yes" as a default,but, of course, if one wants to only have static dhcp, this should be set to "no".
