remove axis toolchain from etrax build break flash ability

this ticket is referred to etrax platform. Blogic made a lot of work on this platform and the revision r11048 it is fully working.
Making this platform independent from axis toolchain (r11383 and above) break the compatibility with boot_linux (the axis utility used to flash etrax platform).

This is the output of boot_linux with an image built at r11048:

Please note that the function extract_hw_settings inside never loop inside while(1) at line 330; this means that the "hw information table" inside image is empty or missing.

Fixed in r13137 with kernel update
