Imagebuilder can't find packages list

rev 12215, Imagebuilder failure. Reduced to the bug's simplest appearance, with just 'make image', the ImageBuilder responds with errors such as:

ERROR: File not found: /home/bob/openwrt-dev/OpenWrt-ImageBuilder-ixp4xx-for-Linux-i686/build_dir/armeb/root-ixp4xx/usr/lib/ipkg/lists/packages

Examining the missing file:

file build_dir/armeb/root-ixp4xx/usr/lib/ipkg/lists/packages

build_dir/armeb/root-ixp4xx/usr/lib/ipkg/lists/packages: broken symbolic link to `/home/bob/openwrt-dev/OpenWrt-ImageBuilder-ixp4xx-for-Linux-i686/packages/Packages'

The 'packages' directory in Imagebuilder root is missing. Creating it and moving the 'Packages' file from Imagebuilder root to it, and running 'make image' again, results in the following error: ipkg_get_install: ERROR: Cannot find package base-files-ixp4xx in /home/bob/openwrt-dev/OpenWrt-ImageBuilder-ixp4xx-for-Linux-i686/build_dir/armeb/root-ixp4xx/usr/lib/ipkg/lists. This file can't be found anywhere in the buildroot system. However, the packages are being built, as is shown by their presence in the armeb directory.

I have not had the chance to see if this is specific to the ixp4xx-generic build or is a more widespread problem.

This bug has existed since at least r11970.

It might be related to our move to opkg, i'll investigate...
