Improve usability of the LED Timer Trigger

This patch adds a countdown timer to allow stop blinking after an user defined time.
This will bring users more control over leds. The idea is to have the possibility of using this timer inside our scripts, having an accurate control over the number of blinks. As a result of this patch we can "tell" how many blinks we want (defined by the timer) in contrast of having infinite blinks.
Let's make a script, in case of success at an event we can output three shorts blinks, in case of error three long blinks, or whatever we want.
This will bring us good indicators.
The patch I made is tested and works ok. If we don't set the countdown or we set it to 0, we'll get the old behavior.
The countdown trigger is activated when we set the delay_on.
I really wish (and probably many users) this feature included in next openwrt development versions.
